Didn't they learn with the initial Windows 8 and Windows 8.1 downloaders that forcing the entry of a product key to download installation media was a bad idea? Agreed the Ultimate license in particular should be able to download any language since that is one of the main points in having Ultimate, you can of course install in French and then change language but its an unnecessary inconvenience. In my case had I to be completely reliant on this tool I am stuck on both French and also the 32 Bit architecture.

Microsoft should make the utility similar to the Windows 8.1 Media Creation Tool. And allow user selection of language, architecture and version without entry of a product key.
